Driving Digital Transformation Across West African Trade Corridors

As one of the most strategic logistics gateways in West Africa, Côte d’Ivoire plays a critical role in connecting coastal trade routes with inland economies such as Mali and Burkina Faso. With increasing cargo volumes moving through regional corridors, ensuring cargo visibility, customs security, and transport efficiency became a national priority.

To accelerate trade modernization, the Chamber of Commerce and Industry of Côte d’Ivoire (CCI-CI) partnered with Jointech to launch a nationwide Electronic Cargo Tracking System (ECTS) project. The initiative introduces intelligent monitoring technologies across key transport corridors, helping establish a secure, transparent, and digitally connected logistics ecosystem.

By integrating smart GPS electronic locks, electronic seals, and cloud-based monitoring platforms, Jointech is helping Côte d’Ivoire strengthen its position as a leading regional logistics hub under the framework of African trade integration.

Key Challenges in Transit Cargo Supervision

Before the deployment of the ECTS platform, transit cargo operations across the region faced several operational and security concerns:

Cargo Diversion & Smuggling Risks

High-value commodities such as cocoa, fuel, and agricultural products were vulnerable to unauthorized unloading and route diversion, resulting in customs revenue losses.

Inefficient Manual Processes

Traditional customs supervision relied heavily on paperwork and manual inspections, creating long waiting times at ports and border checkpoints.

Harsh Operating Environment

Long-distance transportation routes across tropical climates exposed devices to heavy rain, dust, humidity, and severe road vibrations, affecting equipment reliability.

Limited Real-Time Visibility

Mechanical seals provided no live tracking or instant tamper alerts, making it difficult for authorities to respond quickly to abnormal transport events.

Jointech Smart ECTS Solution for Africa

To address these challenges, Jointech delivered an integrated “Device + Platform + Data” supervision solution tailored to African transit environments.

Rugged Smart Lock Hardware

Thousands of intelligent GPS electronic locks and e-seals were deployed across transport fleets. Designed for demanding logistics scenarios, the devices feature:

IP67 waterproof protection
Anti-vibration industrial housing
Long battery endurance
Real-time GPS positioning
Intelligent Access Control

Using RFID and Bluetooth authentication technologies, only authorized customs or CCI-CI personnel equipped with secure handheld terminals can perform locking and unlocking operations.

Customs System Integration

The platform seamlessly connects with the national ASYCUDA customs management system, enabling synchronization between physical cargo supervision and digital customs declarations.

Offline Data Continuity

To overcome unstable network coverage along remote transport routes, the devices support local data storage and automatic synchronization once connectivity is restored.

How the Digital Transit Corridor Operates?

Step 1 – Cargo Sealing at Origin

At the Port of Abidjan, customs officers install a GPS electronic lock and digitally associate the device ID with the shipment declaration.

Step 2 – Real-Time Transit Monitoring

During transportation, the system continuously uploads cargo location and security status to the monitoring platform.

If any abnormal event occurs — including:

Unauthorized door opening
Seal tampering
Route deviation
Abnormal parking duration

the platform immediately generates alerts for supervisory authorities.

Step 3 – Geofence-Based Risk Control

Virtual transport corridors are configured within the system. Vehicles operating outside approved routes automatically trigger risk warnings for further investigation.

Step 4 – Secure Destination Verification

Upon arrival at the destination border post or bonded warehouse, customs personnel verify seal integrity before digitally authorizing cargo release.

5. Project Outcomes & Regional Impact
Improved Customs Revenue Protection

The intelligent supervision system significantly reduced cargo diversion risks and helped safeguard national customs revenues.

Faster Border Clearance

By digitizing cargo supervision workflows, transit efficiency improved substantially, reducing border waiting times by approximately 30–40%.

Stronger Regional Trade Connectivity

The project supports the goals of the African Continental Free Trade Area (AfCFTA) by helping simplify cross-border cargo movement and reducing non-tariff trade barriers.

Benchmark for Smart Customs Modernization

The Côte d’Ivoire ECTS project has become a reference case for digital customs transformation and smart corridor management across Africa.
